Emergency response personnel were able to identify that a Toyota Camry was traveling south on Long Neck Road and collided with a pedestrain causing fatal injuries. All responding emergency response personnel were assigned to coordinate traffic control, scene security and preservation in order to determine the exact cause of the situation. MILLSBORO, Del.- Delaware State Police say a Millsboro man died after he was struck by a car Tuesday night. Investigators say that at around 8:45 p.m., 53-year-old Joseph M. Kelly was running west across Long Neck Road from the entrance of Enchanted Acres, about three miles east of Millsboro. Police say that meantime, a Toyota Camry, driven by 68-year-old Marilyn Chapman of Millsboro, was traveling south on Long Neck Road and struck Kelly within the southbound travel lane. Kelly was pronounced dead at the scene. Police say the investigation is ongoing and it is unknown if alcohol played a part in the crash on the part of Kelly. Chapman, who police say was wearing her seatbelt at the time of the crash, was not injured. Long Neck Road was closed for approximately two-and-a-half hours.
